This urban design plan is a long-range framework for the development of an expansive brownfield site on Baltimore’s inner harbor. Called by the visionary Jim Rouse “the best site on the East Coast,” this former Allied Chemical site will be redeveloped into a 5 million GSF mixed-use neighborhood of retail, office, housing and hotels. The plan extends the patterns of Baltimore’s street grid to create a new system of streets, alleys and civic spaces, including a major park.
